Daily Road Construction Updates

Road construction will now begin on Tuesday, May 25th at 8:00AM due to the weather. As you have already heard, the Borough is conducting a four-year road reconstruction project that will see all of our roads and parking areas rebuilt and resurfaced. Now during year #2, we will be doing major work on the Entrance Way Area up to the Commercial Area including all of Community Court. Total construction time for this year is expected to last about 3 weeks.

UPDATE: Community Court is now open for parking and Travel. Pennsbury Blvd. at Building #1 is now open for parking. The remaining work that needs to be done on the road project can now be completed without anymore parking restrictions. The entrance way painting was halted due to the rain. In the entrance way, we still have some seam sealing around all the new curbs that needs to be done and then we will bring back the line painters to completed the entrance way line painting. Our general contractor will also be returning to work on our completion punch list of items that also includes some cleanup work and some additional landscaping work.

UPDATE: 06/19 We are done with the major paving work. Community Court is back open to travel and parking. Most of the Pennsbury Blvd parking spaces are now open to parking (unless otherwise marked).

Tomorrow, the contractor will be seam sealing and cleaning up the construction area. Very few traffic restrictions are expected.

We will be scheduling line painting and placement of the concrete tire stops sometime in the next week or so. We will ask you to again move your vehicle but for the last time. Residents of the buildings that will be affected will be notified in advanced.

Also, a couple buildings will be scheduled for an overnight water shut-off when we replace an outdated fire hydrant on Community Court. Residents of the buildings that will be affected will be notified in advanced.

We have posted some new “No Parking” signs on Pennsbury Blvd for the Hog Father’s BBQ food truck that will be onsite tomorrow from 5 PM to 7 PM and on Friday, for one of the two roll off dumpster for Community Cleanup Days.

UPDATE: 06/18 Paving has been completed on the inbound (up) side of the entrance way and it is now open to travel. Both sides of the entrance way will remain open to normal travel thru the weekend.

On Monday morning starting at 6:00 AM, travel will be restricted to two way traffic on the new in bound (up) side. We will be paving (weather permitting the outbound (down) side. Entering Pennsbury Village, you will not be able to make the left turn onto Pennsbury Blvd South (no left turn between the islands). Pennsbury Blvd. South, between the entrance way and Carriage Circle will also be closed to all traffic. If you come up Carriage Circle, you will be forced to make a left turn and go around Pennsbury Blvd. to access the entrance way. Access to and from Community Court will also be closed to traffic.

On Monday, weather permitting, parking and travel restrictions will once again go into full effect. Residents of Community Court will have to remove their vehicles from the court if they plan on driving them anytime on Monday. Vehicles left parked on Community Court will not be able to leave the court due to the hot asphalt in the entrance way blocking their roadway. Community Court should reopen to traffic and parking by 6:00 PM or hopefully earlier.

The schedule for line painting in the construction areas will be announced at a later date.

Due to the parking restrictions, Pennsbury Community Cleanup Days (the two roll off dumpsters everyone has been waiting for) has been delayed by another week and is now scheduled for Friday, June 25th to Sunday, June 27th

UPDATE: 06/16 The concrete curbing is now complete. The majority of the landscaping has been performed. On Thursday, the curbing contractor will be removing the forms on the final section of curbing, cleaning up and moving his equipment from site. The work on Thursday should be completed quickly. There should only be traffic disruption early in the day.

Early Friday morning, weather permitting, we will begin paving the inbound (up) side of the entrance way. Two way traffic will be maintained on the out bound side. The new road surface will remain closed until the temps of the new surface drop below 140 degrees.

On Monday, weather permitting, parking restrictions will once again go into full effect. Residents of Community Court will have to remove their vehicles from the court if they plan on driving them anytime on Monday. Vehicles left parked on Community Court will not be able to leave the court due to the hot asphalt in the entrance way blocking their roadway. UPDATE: 06/14 Work is progressing on the entrance way. The new curbing around the islands and the outbound side is now complete. Work starts today on the inbound side. The inbound side will be closed during work hours for the next two days. All traffic will be two way on the outbound side. Remember, always stay to the right side of the travel lanes unless instructed otherwise.

Final paving of the entrance way has tentatively been scheduled for Thursday, June 24 and Friday, June 25 weather permitting. More details will follow.

UPDATE: 06/11 Work continues on the curb installation in the entrance way. On the good news side, we are two days ahead of schedule. Weather permitting, we hope to be finished with the curbing by late Tuesday afternoon. On the bad news side, the changing traffic patterns in the entrance way will be continuing on Monday and Tuesday of next week. We will be scheduling the final paving of the top (wear) asphalt surface of the entrance way later next week. This is expected to take two days. One side of the entrance way will be done per day. Once paved, this will end the changing traffic patterns for, we hope, the next twenty years.

The really good news is no construction on Saturday or Sunday. Enjoy your weekend!

UPDATE: 06/10 Work is progressing on the entrance way. The new curbing around the islands is almost complete. Work starts today to install the new curbing on the sides of the entrance way. The contractor installed an average of 200 feet of curbing a day on Monday and Tuesday. Yesterday they were able to installed 277 feet! Once all the curbing is complete, we will schedule the final top (wear) surface paving. Once paving is complete, we will be doing landscaping and line painting.

Paving has been completed on Community Court. Residents may resume travel and parking.

You can expect more changing lane closures and two way traffic on the same side of the entrance way.

Please remember: always drive on the right most available lane. Never drive in the left lane unless instructed to do so.

UPDATE: 06/09 Community Court is now open for travel and parking. You will notice a small rough patch near the stop sign at the entrance way to the court. We were not happy with the finished result and had the contractor strip it out. It will be repaved when final paving of the entrance way happens in about two weeks. We will notify you when line painting is going to happen.

UPDATE: 06/08 Community Court paving is now completed. Today we will be sealing the seams and edges. We will be opening the Court for travel and parking sometime later today. Sometime in the future we will ask you to once again move your vehicles ( for half a day) so we may paint the parking and traffic lines. Landscaping will be done before the end of project.

UPDATE: 06/06 Today was a very difficult day. We experienced an equipment breakdown and a minor fire that set us back a few hours but we were able to overcome and finished the base paving by 7:30 PM. We have reopened the entrance way for normal travel over the weekend. For the next two weeks, we will be driving on the rough surface base paving until the concrete curbing has been installed. In two weeks, when the curbing has been completed, we will pave the final top smooth wear surface to the entrance way.

Over The Weekend: Parking restrictions on Pennsbury Blvd South and Community Court remain in effect. For those residents that live in these areas, yes you can park in these closed areas over the weekend to drop off groceries and packages.

Community Court Residents: On Monday morning, starting at 6 AM, paving of the final top coat of asphalt begins on Community Court (weather permitting). All cars must be removed by 6 AM or they will be tagged and towed! We hope to have you back in your parking spaces by late evening or by Tuesday morning. The asphalt must drop below a certain temperature before cars can travel on the new surface.

Entrance Way: On Monday morning, construction on the concrete curbing begins. This process is estimated to take 9 to 10 work days. For the next two weeks you can expect more lane closures and two way traffic on the same side of the entrance way.

UPDATE: 06/04 Yesterday we had to cancel our paving plan due to the weather forecast. We cannot lay new asphalt onto a wet surface. We we were able to achieve all our other goals. Today is going to be a major paving day. We will be paving the binder (base) layer onto the entrance way and Community Court.

Expect changing traffic patterns and road detours throughout the day. Please drive slowly thru the entrance way and obey the directions of the safety personal. Always drive on the right most lane available unless directed otherwise. When in doubt, just stop and you will be directed. Better safe than sorry!

UPDATE: 06/02-06/03 Another busy day today. I am happy to report that the all base repairs that were discovered in the entrance way and Community Court have been repaired. Unfortunately, this and tomorrows weather forecast will probably set us back a day. Tomorrow, we hope to pave the base (binder) layer to the incoming side of the entrance way. On Friday we are planning on paving the base (binder) layer on the outgoing side and Community Court. On Monday, weather permitting, we will be paving the top (wear coat) layer on Community Court and start the new concrete curb installation in the entrance way. The top (wear coat) layer will not be paved in the entrance way until the new curbs are completed.

Expect the two way traffic on a single side of the entrance way to continue. Please remember, here in the U.S. we drive in the right hand lane….never the left!

UPDATE: 06/01 We had a very busy day today. For the good news, we were able to wrap up the two valve installation sites and the water leak site. All three sites are now ready for landscaping that is scheduled at the end of the project. We were able to complete the milling of the entrance way, Pennsbury Blvd South and Community Court. We are also working together with the Condominium Association in having our contractor replacing/upgrading three sets of steps. All three of those sites were demoed and had their forms built today. They are now ready for concrete.

Now for some bad news. Unfortunately, you never really know what is under the ground until you dig it up. Well, we found a number of bad spots in the base structure of the entrance roadway along the sides of the islands. Because of this we will need to take tomorrow and use it exclusively to do the base repairs. We are still on schedule to get everyone back in their parking spaces by Friday….. weather permitting.

Expect continuing changes in the traffic patterns in the entrance way. Expect two way traffic on the same side of the islands and expect the sides to change during the day. It seems everyone is getting the hang of the two way traffic. Expect this to continue for the next two weeks during the curb construction. The surface of the road way should improve greatly once the base layer is paved on Thursday…. weather permitting!

UPDATE: 05/29 The installation of the piping for the new storm sewer line under the outbound side of the entrance way at Baldwin Road is complete. The road way has received a temporary patch and has reopened to traffic. The remaining work, next to the stop sign, will be done next week.

The entrance way is now open to normal traffic flow throughout the long holiday weekend.

On Tuesday, June 1st, the actual paving process begins. Residents, who park on Community Court, will be required to remove their vehicles before 6 AM. The entrance way and Community will be milled; meaning that the top asphalt surface and some of the base layer will be removed. Any repairs to the base layer will be performed. On Wednesday we should be paving a new base layer on the entrance way and Community Court. On Thursday, the new concrete curb installation begins in the entrance way. At the same time, we hope to be paving the final wear course of asphalt onto Community Court. The entrance way will not receive it’s final wear course until the curbing project is completed which should take about 10 days. Once again, anything with the schedule is weather permitting.

UPDATE: 05/28 We have successfully completed the two valve installations and the water line break at building 1. Some minor work at all three sites but nothing that requires any water additional water shutoffs. Water service was restored at 3:30 AM this morning. Today, the entrance way is two way traffic on the inbound side of the lower island. The outbound side of the lower island is closed to all traffic. Please drive slowly through this area. We are hoping to reopen the outbound side by Saturday morning but the weather forecast is not very promising. The outbound side is being excavated for the installation of a new storm sewer line.

UPDATE: 05/27 The good news is that the water is back on. The bad news is that we still have one more evening of water shutoffs. Due to the problems we encountered at both valve installation locations and the water break location; we will be working on all three of those locations again tonight. We apologize in advance to the residents of buildings 1 and 5 for the noise you will have to put up with for another night. We were able to make both locations completely ready for the new valves to be installed. Work will begin at 8:00 PM and the water shutoff will occur at 10:00 PM.

UPDATE: 05/26 We are expecting to begin work at 6 PM after the storm front passes. The water shutoff is on for tonight as scheduled at 10 PM.

UPDATE: 05/26 Yesterday, we were successful in completing the removal of the old concrete curbs around all the islands. The entrance way will remain open to unrestricted travel until Friday. Friday the outbound side will close and the inbound side will become two way traffic once again. Excavation will occur for new storm drain piping on the outbound side. Weather permitting!

This morning, more construction equipment and materials will be arriving on-site.

Today’s work is scheduled to start after 4 PM in preparation for the village wide water shutoff scheduled for 10 PM. Tonight we will be installing a new isolation valve on Community Court and working on a water leak near building 1 at the intersection of Pennsbury Blvd. and Carriage Circle. Traffic will be restricted but the roads will remain open for travel and parking unless parking is marked with “No Parking” signs. Weather Permitting!

UPDATE…05/25 Today our contractor will be working in the entrance way. The old concrete curbing will be removed around the islands. Changing traffic patterns are to be expected during the day today and tomorrow. Please drive slowly through the construction area and obey the directions of the flag safety persons. Two way traffic will be maintained but they may be minor delays at times. Carnegie Police will be monitoring the construction area.

UPDATE…05/24 Community Court will now close for travel and parking on Tuesday, June 1st at 6:00 AM. All cars must be removed from Community Court by 6:00 AM or they will be tagged and towed at the owners expense by our police. Residents who park in carport “C” located on Community Court will be required to remove their vehicles when Community Court is closed. Recommended alternate parking will be located down on Pennsbury Blvd. behind buildings #5 and #7 along the right side of the road. Our schedule, weather permitting, is to begin milling the Court on Tuesday. Repairs to the road base will be done on Wednesday and Thursday. We also plan on paving the “binder” layer on Thursday. On Friday morning, we plan to be paving the final “wear coat” layer. Weather permitting, we should have the Court open to travel and parking by late Friday afternoon. Line painting of the parking spaces will be scheduled at the end of the project.

The entrance way will undergo a major rebuild. A new storm sewer will be added. All the curbing on the sides of the roadway and around the islands will be replaced. Be aware that there will be many traffic pattern changes in the entrance way during construction however two-way traffic will always be maintained in some form at all times.

Community Court will be rebuilt and resurfaced. Improvements include a slight change to the slope of the roadway to improve water runoff. Construction will require a couple days of total road closure of Community Court. Community Court carports will not be accessible during these closures. Closure of Community Court is expected to last about 4 days.

There will also be some water line work done while we have the roadway dug up. A new fire hydrant and a couple new isolation valves will be added to our water lines. Also, a small water leak will be investigated during the shutoff. Yes, two overnight village wide water shutoffs will be announced.

Detours

Because of the major construction in the entrance way area, you can expect daily changes to the traffic patterns entering and existing the Village. Two-way traffic will always be maintained in the entrance way usually with two-way traffic on the same side of the islands. Please travel slowly through this area!

At times, the section of Pennsbury Blvd. South at the top of Carriage Circle leading to the entrance way will be closed. Traffic coming up Carriage Circle will be required to make a left turn onto Pennsbury Blvd South and travel around the Village in order to exit.

Other temporary detours are to be expected through-out the Village when pothole patching is performed in the areas of the older roadway.

Please drive slowly through the construction area and obey the directions of the traffic safety controllers. Our police will be monitoring vehicle traffic for violations. Do not attempt to move a traffic control barrier (signs, cones, etc.) or drive onto a closed roadway. You will find yourself paying more than your fair share of the new roadway.
