<p class="wp-block-paragraph"><mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-vivid-red-color"><strong>Starting March 9th through the end of this year, there will be periodic lane closures between Keiners Lane and McMichael Road. Traffic at those closures will be controlled by flaggers.  Drivers should anticipate delays.</strong></mark></p>



<p class="wp-block-paragraph">During future phases of the project, sections of Campbells Run Road between Keiners Lane and McMichael Road will be <strong>closed</strong> to westbound/outbound traffic (from Carnegie/Pennsbury Village towards Settlers Ridge/Route 60). Also, access to and from Campbells Run Road at Boyce Road, Glass Road, Keiners Lane, Parkway View Drive, and Vista Drive will be closed at times, requiring detours. Public Works will announce all new traffic restrictions in advance in press releases, on social media and on this website.</p>



<p class="wp-block-paragraph">Throughout the project, eastbound/inbound travel (from Settlers Ridge/Route 60 towards Carnegie/Pennsbury Village) on Campbells Run Road will always be maintained. Two-way traffic will remain open between Boyce Road and the I-376 West off-ramp (Exit 62). All homes, businesses, and commercial properties in the area will remain accessible.</p>

<p class="wp-block-paragraph">Due to a scheduling issue with the paving contractor our paving schedule for Countryview Court has changed.</p>



<p class="wp-block-paragraph">Countryview Court which is now open for 24 hour parking and travel will once again be closed for travel and parking on Friday morning at 6:00 AM. The contractor will be doing prep and repair work on the road and parking spaces.  The Court should be reopened by 5:00 PM.</p>



<p class="wp-block-paragraph">Countryview Court will then close once again on Wednesday morning, October 22nd at 6:00 AM for paving.  The Court should then be reopened for normal parking and driving sometime after 5:00 PM.</p>



<p class="wp-block-paragraph"><strong>Any vehicle not removed from the construction area will be ticketed and towed at the owners expense.</strong>  On both days, the car ports will be closed for parking. The Borough and/or the contractor will not be responsible for damage to any vehicle not removed from the construction area.</p>



<p class="wp-block-paragraph">NO LONG TERM PARKING!<br>If you will be out of town for a few days, park at an alternate location!  <br>In other words: ONLY OVER-NIGHT PARKING!<br>Carports are reopened for parking until the next road closure.</p>

<p class="wp-block-paragraph">Early Tuesday morning, it looks like a gang of thieves, possibly the same group that has been visiting communities all around us, paid Pennsbury Village an uninvited visit.</p>



<p class="wp-block-paragraph">Two cars were stolen.  As many as seven cars were broken into and had items taken&#8230; mostly money.  Not all, but many of these vehicles were NOT locked.  To make matters worse, the stolen vehicles had their key fobs left in the cars.  So far one vehicle has been recovered.  Two cars that were stolen last night from Robinson Twp. were recovered here in Pennsbury Village.  Police are reviewing video from cameras located throughout the Village.</p>



<p class="wp-block-paragraph">Residents are urged to make sure your vehicles are always locked and keys/fobs are safely kept in your home. Leave nothing of value in your vehicle where it could be seen from the outside.  Never leave a firearm in your car overnight.  If the front of your home faces the road and your parked car, turn your front door light on overnight.</p>



<p class="wp-block-paragraph">If you spot something suspicious such as a person walking from car to car in the middle of the night, a car you don&#8217;t recognize circling again and again, or anything you feel is just not right&#8230; CALL 911.  Waiting till morning, posting on social media, calling the Borough Office the next day, will not get these people caught.  </p>

<p class="wp-block-paragraph">The Borough and Duquesne Light Company has launched an investigation into the rash of power outages that have affected the Borough during the last two months.  The investigation is expected to last two weeks in which time all outage records will be reviewed and the local infrastructure of the Village will be reviewed.  We expect to have the report and meet with Duquesne Light Company Officials shortly after the report becomes available.</p>



<p class="wp-block-paragraph"><strong>The information as we understand it right now: </strong></p>



<p class="wp-block-paragraph">There have been four major outages.  One outage was caused by an equipment failure on a pole here within Pennsbury Village.  This one required a visit by the Carnegie Fire Department as the pole caught fire.  This outage affect about half the homes in Pennsbury Village.</p>



<p class="wp-block-paragraph">Another outage was caused by a car accident on Baldwin Road.  A car crashed into a telephone pole near Ryan Court and took out the pole causing a major outage for a large area including Pennsbury Village.  Temporary repairs were made and a new pole was installed.  There was a short outage the next day as the power lines were moved over to the new pole.</p>



<p class="wp-block-paragraph">The other two outages were storm related with very wide area outages that affected Pennsbury Village but all the surrounding areas.  The actual location of the damage that caused these two outages is not known by us but those locations are not thought to be close to Pennsbury Village.</p>

<p class="wp-block-paragraph">The Borough of Pennsbury Village was awarded a Grant for $229,000 to finance a sanitary sewer relining project.  Insight Pipe Contracting has won the low bid on our project.  </p>



<p class="wp-block-paragraph">For the past two weeks, Insight has performed phase one of the project which included cleaning, measuring and video recording of our sanitary sewer lines.  Liners are now being manufactured and installation will begin on Thursday, July 3rd.</p>



<p class="wp-block-paragraph">These new liners will be installed in the main sewer lines between each manhole.   Nothing is being installed in the laterals that run from the buildings to the manholes.  There is no work being done on our fresh drinking water lines.</p>



<p class="wp-block-paragraph">Insight Pipe will be delivering information cards to buildings the day before they will be affected by the liner installations.  Please follow their instructions.  Failure to do so could cause a sewer backup into your unit.  Minor &#8220;No Parking&#8221; areas will be posted the afternoon before the spaces are needed for the installers. </p>



<p class="wp-block-paragraph">There will be a resin-like odor in the area as the liners cure.  The odor is not harmful but could get into your home if there is something not quite right with your plumbing.</p>

<p class="wp-block-paragraph">The Borough&#8217;s contract with Valley Waste is coming to an end as of April 30th.  Our new Contractor for refuse collections is County Hauling. <p class="wp-block-paragraph">Be aware that your new dumpster may not be in place for up to 24 hours.  Either retain your refuse in your house or take it to an already replaced dumpster.<mark style="background-color:rgba(0, 0, 0, 0);color:#f7f4e7" class="has-inline-color">&#8230;..</mark>DO NOT PLACE ANYTHING ON THE GROUND.  YOU WILL BE FINED IF CAUGHT!</p>



<p class="wp-block-paragraph">The new dumpsters have a new wildlife proof latch system installed which may be a bit difficult for even a human to figure out. </p>



<p class="wp-block-paragraph">The hint for the doors is: <strong><mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-vivid-red-color">Pull, Lift, Slide</mark></strong>.<br>Grab the handle and pull towards you as you lift up on the handle and slide the door (left or right).  Closing the door will automatically latch the door shut.</p>



<p class="wp-block-paragraph">Weekly collections will still be on Thursdays and all rules and regulations remain the same.  Information for the new Hazardous Waste and E-Waste Programs will be released soon. </p>



<p class="wp-block-paragraph">UPDATE:  We now have half of the dumpsters installed and the other half will be in place tomorrow.</p>

<p class="wp-block-paragraph">The Borough&#8217;s contractors will be line painting in the newly paved areas on Friday, July 16 (weather permitting of course).  Community Court and the newly paved area on Pennsbury Blvd. will become NO PARKING zones starting at 6 AM.  Please remove your vehicle so we may paint the parking lines and install the concrete tire blocks. </p>



<p class="wp-block-paragraph">Community Court should be reopen to parking and unrestricted travel within an hour after painting is completed.  </p>



<p class="wp-block-paragraph">Pennsbury Blvd parking (in front of building #1) will be reopened for parking within an hour after painting is completed.  Watch for the NO PARKING signs to be removed.  </p>



<p class="wp-block-paragraph">Line painting in the entrance way will cause some temporary traffic restrictions.  Two-way traffic will be maintained throughout the day.  Very minor delays may be possible.  Please follow the directions of the traffic safety personnel.</p>



<p class="wp-block-paragraph">Again, everything is &#8220;weather permitting&#8221;!  </p>

In the entrance way, we still have some seam sealing around all the new curbs that needs to be done and then we will bring back the line painters to completed the entrance way line painting.  Our general contractor will also be returning to work on our completion punch list of items that also includes some cleanup work and some additional landscaping work. </span></p>

We will be paving (weather permitting the outbound (down) side.  Entering Pennsbury Village, you will not be able to make the left turn onto Pennsbury Blvd South (no left turn between the islands).  Pennsbury Blvd. South, between the entrance way and Carriage Circle will also be closed to all traffic. If you come up Carriage Circle, you will be forced to make a left turn and go around Pennsbury Blvd. to access the entrance way.  Access to and from Community Court will also be closed to traffic. </span></p>



<p class="wp-block-paragraph"><span class="has-inline-color has-vivid-cyan-blue-color">On Monday, weather permitting, parking and travel restrictions will once again go into full effect. Residents of Community Court will have to remove their vehicles from the court if they plan on driving them anytime on Monday. Vehicles left parked on Community Court will not be able to leave the court due to the hot asphalt in the entrance way blocking their roadway.  Community Court should reopen to traffic and parking by 6:00 PM or hopefully earlier.</span></p>

The new curbing around the islands and the outbound side is now complete. Work starts today on the inbound side.  The inbound side will be closed during work hours for the next two days.  All traffic will be two way on the outbound side.  Remember, always stay to the right side of the travel lanes unless instructed otherwise.</span></p>



<p class="wp-block-paragraph"><span class="has-inline-color has-vivid-cyan-blue-color">Final paving of the entrance way has tentatively been scheduled for Thursday, June 24 and Friday, June 25 weather permitting.  More details will follow.</span></p>



<p class="wp-block-paragraph"><span class="has-inline-color has-vivid-cyan-blue-color"><strong>UPDATE:</strong>  06/11 Work continues on the curb installation in the entrance way.  On the good news side, we are two days ahead of schedule.  Weather permitting, we hope to be finished with the curbing by late Tuesday afternoon.  On the bad news side, the changing traffic patterns in the entrance way will be continuing on Monday and Tuesday of next week.  We will be scheduling the final paving of the top (wear) asphalt surface of the entrance way later next week.  This is expected to take two days.  One side of the entrance way will be done per day.  Once paved, this will end the changing traffic patterns for, we hope, the next twenty years.</span></p>

The new curbing around the islands is almost complete.  Work starts today to install the new curbing on the sides of the entrance way.  The contractor installed an average of 200 feet of curbing a day on Monday and Tuesday.  Yesterday they were able to installed 277 feet!  Once all the curbing is complete, we will schedule the final top (wear) surface paving.  Once paving is complete, we will be doing landscaping and line painting.</span></p>

We experienced an equipment breakdown and a minor fire that set us back a few hours but we were able to overcome and finished the <strong>base paving</strong> by 7:30 PM.  We have reopened the entrance way for normal travel over the weekend.  For the next two weeks, we will be driving on the rough surface base paving until the concrete curbing has been installed.  In two weeks, when the curbing has been completed, we will pave the final top smooth wear surface to the entrance way.</span></p>



<p class="wp-block-paragraph"><span class="has-inline-color has-vivid-cyan-blue-color"><strong>Over The Weekend:</strong>  Parking restrictions on Pennsbury Blvd South and Community Court remain in effect.  For those residents that live in these areas, yes you can park in these closed areas over the weekend to drop off groceries and packages.</span></p>



<p class="wp-block-paragraph"><span class="has-inline-color has-vivid-cyan-blue-color"><strong>Community Court Residents:</strong>  <strong>On Monday morning, starting at 6 AM, paving of the final top coat of asphalt begins on Community Court (weather permitting).  All cars must be removed by 6 AM or they will be tagged and towed!  </strong>We hope to have you back in your parking spaces by late evening or by Tuesday morning.  The asphalt must drop below a certain temperature before cars can travel on the new surface. </span></p>

We will be paving the binder (base) layer onto the entrance way and Community Court.</span></p>



<p class="wp-block-paragraph"><span class="has-inline-color has-vivid-cyan-blue-color"><strong>Expect changing traffic patterns and road detours throughout the day.</strong>  Please drive slowly thru the entrance way and obey the directions of the safety personal.  Always drive on the right most lane available unless directed otherwise. <strong>When in doubt, just stop and you will be directed.  Better safe than sorry!</strong></span></p>



<p class="wp-block-paragraph"><span class="has-inline-color has-vivid-cyan-blue-color"><strong>UPDATE:</strong>  06/02-06/03 Another busy day today.  I am happy to report that the all base repairs that were discovered in the entrance way and Community Court have been repaired.  Unfortunately, this and tomorrows weather forecast will probably set us back a day.  Tomorrow, we hope to pave the base (binder) layer to the incoming side of the entrance way.  On Friday we are planning on paving the base (binder) layer on the outgoing side and Community Court.  On Monday, weather permitting, we will be paving the top (wear coat) layer on Community Court and start the new concrete curb installation in the entrance way.  The top (wear coat) layer will not be paved in the entrance way until the new curbs are completed.</span></p>



<p class="wp-block-paragraph"><span class="has-inline-color has-vivid-cyan-blue-color">Expect the two way traffic on a single side of the entrance way to continue.  Please remember, here in the U.S. we drive in the right hand lane&#8230;.never the left! </span></p>



<p class="wp-block-paragraph"><span class="has-inline-color has-vivid-cyan-blue-color"><strong>UPDATE:</strong> 06/01 We had a very busy day today. For the good news, we were able to wrap up the two valve installation sites and the water leak site. All three sites are now ready for landscaping that is scheduled at the end of the project.  We were able to complete the milling of the entrance way, Pennsbury Blvd South and Community Court.  We are also working together with the Condominium Association in having our contractor replacing/upgrading three sets of steps.  All three of those sites were demoed and had their forms built today.  They are now ready for concrete.</span></p>



<p class="wp-block-paragraph"><span class="has-inline-color has-vivid-cyan-blue-color">Now for some bad news. Unfortunately, you never really know what is under the ground until you dig it up. Well, we found a number of bad spots in the base structure of the entrance roadway along the sides of the islands. Because of this we will need to take tomorrow and use it exclusively to do the base repairs.  We are still on schedule to get everyone back in their parking spaces by Friday&#8230;.. weather permitting.</span></p>



<p class="wp-block-paragraph"><span class="has-inline-color has-vivid-cyan-blue-color">Expect continuing changes in the traffic patterns in the entrance way. Expect two way traffic on the same side of the islands and expect the sides to change during the day.  It seems everyone is getting the hang of the two way traffic.  Expect this to continue for the next two weeks during the curb construction.  The surface of the road way should improve greatly once the base layer is paved on Thursday&#8230;. weather permitting!  </span></p>



<p class="wp-block-paragraph"><span class="has-inline-color has-vivid-cyan-blue-color"><strong>UPDATE:</strong>  05/29 The installation of the piping for the new storm sewer line under the outbound side of the entrance way at Baldwin Road is complete.  The road way has received a temporary patch and has reopened to traffic.   The remaining work, next to the stop sign, will be done next week.</span><span class="has-inline-color has-vivid-red-color">  </span></p>



<p class="wp-block-paragraph"><span class="has-inline-color has-vivid-cyan-blue-color">The entrance way is now open to normal traffic flow throughout the long holiday weekend.  </span></p>



<p class="wp-block-paragraph"><span class="has-inline-color has-vivid-cyan-blue-color">On Tuesday, June 1st, the actual paving process begins.  Residents, who park on Community Court, will be required to remove their vehicles before 6 AM.  The entrance way and Community will be milled; meaning that the top asphalt surface and some of the base layer will be removed.  Any repairs to the base layer will be performed.  On Wednesday we should be paving a new base layer on the entrance way and Community Court.  On Thursday, the new concrete curb installation begins in the entrance way.  At the same time, we hope to be paving the final wear course of asphalt onto Community Court.  The entrance way will not receive it&#8217;s final wear course until the curbing project is completed which should take about 10 days.  Once again, anything with the schedule is weather permitting.  </span></p>

Some minor work at all three sites but nothing that requires any water additional water shutoffs.  Water service was restored at 3:30 AM this morning.  Today, the entrance way is two way traffic on the inbound side of the lower island.  The outbound side of the lower island is closed to all traffic.  Please drive slowly through this area.  We are hoping to reopen the outbound side by Saturday morning but the weather forecast is not very promising.  The outbound side is being excavated for the installation of a new storm sewer line. </span></p>



<p class="wp-block-paragraph"><span class="has-inline-color has-vivid-cyan-blue-color"><strong>UPDATE:  05/27</strong> The good news is that the water is back on.  The bad news is that we still have one more evening of water shutoffs.  Due to the problems we encountered at both valve installation locations and the water break location; we will be working on all three of those locations again tonight.  We apologize in advance to the residents of buildings 1 and 5 for the noise you will have to put up with for another night.  We were able to make both locations completely ready for the new valves to be installed.  Work will begin at 8:00 PM and the water shutoff will occur at 10:00 PM. </span></p>



<p class="wp-block-paragraph"><strong><span class="has-inline-color has-vivid-cyan-blue-color">UPDATE:  05/26  We are expecting to begin work at 6 PM after the storm front passes.  The water shutoff is on for tonight as scheduled at 10 PM.</span></strong></p>

The entrance way will remain open to unrestricted travel until Friday.  Friday the outbound side will close and the inbound side will become two way traffic once again.  Excavation will occur for new storm drain piping on the outbound side.  <strong>Weather permitting!</strong></span></p>

Traffic will be restricted but the roads will remain open for travel and parking unless parking is marked with &#8220;No Parking&#8221; signs.  <strong>Weather Permitting! </strong></span></p>

<p class="wp-block-paragraph"><span class="has-inline-color has-vivid-cyan-blue-color"><strong>UPDATE&#8230;05/24 Community Court will now close for travel and parking on Tuesday, June 1st at 6:00 AM</strong>.  All cars must be removed from Community Court by 6:00 AM or they will be tagged and towed at the owners expense by our police.  Residents who park in carport &#8220;C&#8221; located on Community Court will be required to remove their vehicles when Community Court is closed.  Recommended alternate parking will be located down on Pennsbury Blvd. behind buildings #5 and #7 along the right side of the road.  Our schedule, <strong>weather permitting</strong>, is to begin milling the Court on Tuesday.  Repairs to the road base will be done on Wednesday and Thursday. We also plan on paving the “binder” layer on Thursday.  On Friday morning, we plan to be paving the final “wear coat” layer. Weather permitting, we should have the Court open to travel and parking by late Friday afternoon. Line painting of the parking spaces will be scheduled at the end of the project.</span>  </p>

<p class="wp-block-paragraph">The entrance way will undergo a major rebuild.  A new storm sewer will be added.  All the curbing on the sides of the roadway and around the islands will be replaced.  Be aware that there will be many traffic pattern changes in the entrance way during construction however two-way traffic will always be maintained in some form at all times.</p>



<p class="wp-block-paragraph">Community Court will be rebuilt and resurfaced.  Improvements include a slight change to the slope of the roadway to improve water runoff.  Construction will require a couple days of total road closure of Community Court. Community Court carports will not be accessible during these closures.  Closure of Community Court is <strong>expected</strong> to last about 4 days.</p>



<p class="wp-block-paragraph">There will also be some water line work done while we have the roadway dug up.  A new fire hydrant and a couple new isolation valves will be added to our water lines.  Also, a small water leak will be investigated during the shutoff. Yes, two overnight village wide water shutoffs will be announced.</p>



<p class="wp-block-paragraph"><strong>Detours</strong><br><br>Because of the major construction in the entrance way area, you can expect daily changes to the traffic patterns entering and existing the Village.  Two-way traffic will always be maintained in the entrance way usually with two-way traffic on the same side of the islands.  Please travel slowly through this area!</p>



<p class="wp-block-paragraph">At times, the section of Pennsbury Blvd. South at the top of Carriage Circle leading to the entrance way will be closed.  Traffic coming up Carriage Circle will be required to make a left turn onto Pennsbury Blvd South and travel around the Village in order to exit.</p>



<p class="wp-block-paragraph">Other temporary detours are to be expected through-out the Village when pothole patching is performed in the areas of the older roadway.</p>



<p class="wp-block-paragraph"><span class="has-inline-color has-vivid-red-color"><strong>Please drive slowly through the construction area and obey the directions of the traffic safety controllers.  Our police will be monitoring vehicle traffic for violations.</strong>  <strong>Do not attempt to move a traffic control barrier (signs, cones, etc.) or drive onto a closed roadway.  You will find yourself paying more than your fair share of the new roadway.</strong></span></p>

<p class="wp-block-paragraph"><strong>Are There Bears in Our Area?</strong></p>



<p class="wp-block-paragraph">Yes, and it may surprise you, but they have always been here.  You may not have known about them because they normally stay away from us.  Before you say you are shocked, remember, we do not live in the city.  We live out in the country.  As more building continues in our area, wildlife is being displaced.  We are also seeing more wildlife due to another reason&#8230;easy food!</p>



<p class="wp-block-paragraph">Some people seem to think that it is a good idea to feed wildlife and feral animals; however that is wrong!  By feeding these animals, you are not only destroying their natural instinct to hunt for food, you are attracting the predators of those animals.  While feeding a stray cat may seem very humanitarian, it also attracts other wildlife.  By placing food on your deck or patio, you are not only attracting the cat, you are also attracting animals like mice, rats, rabbits and raccoons.  Since these animals are hanging out close to our homes, they are now attracting their predators, coyotes, and of course, bears.  Now you are putting yourself and your neighbors in harm&#8217;s way.</p>



<p class="wp-block-paragraph">Did you ever ask the Condominium Association why it is against their regulations to have a bird feeder?  According to the Pennsylvania Game Commission, one of a bear&#8217;s favorite treats is suet.  Suet is bird feed.  The birds eat the feed which falls to the ground.  Mice and rabbits are attracted to the feed.  Raccoons and foxes are attracted to the mice and rabbits.  The coyotes and bears are attracted to the raccoons and foxes so now we have bears coming even closer to our homes.</p>



<p class="wp-block-paragraph">As you may have already heard, we are getting brand new dumpsters at the end of this month. &nbsp;The new dumpsters will have the plastic doors on them.&nbsp; All dumpsters will be modified with the latch that was designed by Sonny and the Condo’s maintenance staff.&nbsp; It has been tested throughout the Village and is shown to be 100% effective and easy to use.  Make sure you close the dumpster door and lock it after the latch has been installed.  This will further prevent feral animals and wildlife from seeking an additional food source.</p>



<p class="wp-block-paragraph">A bear was spotted at 4:45 a.m. on Friday morning walking behind a building on Carriage Circle that is across the ravine separating Pennsbury Village from the Chartiers Country Club.  The bear was also spotted at the intersection of Baldwin Road and Country Club Drive.  Robinson Township Police, Carnegie Police and the PA Game Commission are aware of the bear sightings and believe this is the same bear that has been sighted on the golf course for the last few years. </p>



<p class="wp-block-paragraph"><strong><em>The Pennsylvania Game Commission have advised the following:</em></strong></p>



<p class="wp-block-paragraph"><strong>If you have a bird feeder; get rid of it now!</strong>  It is not permitted by Condominium Regulation and it attracts more than birds.</p>



<p class="wp-block-paragraph"><strong>If you are placing food outside on your deck or patio; stop now!</strong>  It is not permitted by Condominium Regulation and Borough law!</p>



<p class="wp-block-paragraph"><strong>If you are letting your pet outside to roam free; stop now!</strong>  This is not permitted by Condominium Regulations and Borough&#8217;s animal control laws.  Remember:  Wildlife does not know the difference between pets and food.</p>



<p class="wp-block-paragraph"><strong>The Borough and the Condominium Association will be cracking down on violators.</strong></p>



<p class="wp-block-paragraph"><strong>The Bottom Line</strong>:  The bears really do not want anything to do with us and will leave us alone as long as we leave them alone.  Usually, they only attack if you corner them or threaten their cubs.  Should you sight the bear, please notify the Carnegie police and the PA Game Commission at 1-724-238-9523 .  It should go without saying, never try to pet or feed wildlife.  There is a reason they are referred to as <strong>WILD</strong>-life. </p>
